Commission Meeting Minutes

MINUTES OF THE REGULAR MID-BERGEN MEETING

May 6th, 2024

James Fedorko, Health Officer, called the meeting to order at 4:04 pm and declared it had been advertised in accordance with the Open Public Meeting Act, Chapter 231 of the laws of 1975. The Pledge of Allegiance was led by Valeria Melendez.

Approval of Minutes from the February 5th, 2024, Board Meeting:

Tina Mereos requested the following change, to be moved from the also present list to the present list in the meeting minutes. Valeria Melendez made the change. Paul Viola called for a motion to accept the minutes. A second motion was made by Mary McNicholas to accept the minutes of the Regular Meeting of February 5th, 2024, as submitted.

Financial Reports:

The Health Officer presented the Financial Report covering January 2024 to April 2024. The report indicated a net income of $207,646.27. In late March 2024, Mid Bergen underwent a financial audit expected to be finalized by May 15th, 2024. The audit uncovered two errors. The first error was that Bogota was overcharged by $190.00. The second error was that an entry from March 2023 was accidentally deleted in QuickBooks, resulting in a $1,200.00 discrepancy in Mid Bergen’s bank account. The auditor advises adding more detail to the profit and loss section of the financial report. All the board members will receive a hard copy of the financial audit by the next board meeting.  (Attachment: MID-BERGEN PROFIT – LOSS REPORT JAN-APR 2024).

The Grant Director, Daniel Dabrowski, stated that the enhancing grant was extended until the end of June 2025 with no additional funding. As of March 2024, total spending amounted to $1,589,877.00. Mid Bergen is expected and budgeted to spend the entire grant award of $2,992,170.00 by the end of June 2025. In 2024, Mid Bergen will reimburse their municipalities for their public health nursing contracts, with the exceptions of New Milford and Bergenfield, which have their own nursing clinics within their Health Departments.

Health Officer Report:
James Fedorko presented the Health Officer Report, detailing Mid Bergen’s three current grants:

  1. Enhancing Grant July 1, 2022, to June 30, 2025: $2,995,000.00
  2. Strengthening Grant to June 30, 2024: $406,046.00
  3. Vaccine Supplemental Funding Grant to June 30, 2024: $77,272

The 2025 Strengthening Grant was reduced to $74,664.00. (Attachment: Health Officer Report Feb 2024 to Apr 2024).

Public Health Planner Report

The Health Planner, Sarah Bombino presented The Public Health Planner Report. The report highlighted Mid Bergen’s 2024 vision and strategy. The report also detailed the 2024 Health Education Paradigm. Overall, Mid Bergen decided to focus on Substance Use Disorders, Mental Health, Chronic Disease Management, Vector-borne Disease, Health and Wellness, and COVID-19. Old Business:

Mid Bergen has been recruiting new board members.

The November board meeting will be held in person at the Mid Bergen Tenafly satellite office.

New Business:

Jim Fedorko requests that all current members and potential board members submit a photo and a biographical paragraph for the Board Member Packet.

Public Comment:

No public comment was made.

Adjournment: A motion to close the meeting was made at 4:39 pm by Paul Viola and seconded by Mary McNicholas. All board members were in favor.
